SERAPHIN W. BERNARD

2008-2010

Séraphin W. Bernard is an American citizen whose native country is Haiti.  He married his beautiful wife Marie and successfully raised two boys and two girls.
Mr. Bernard is committed to public service.  He is a Special Projects Administrator II with the Miami-Dade Corrections and Rehabilitation Department, Budget and Finance Bureau, and previously worked in a number of different capacities with the Miami-Dade Transit.
Mr. Bernard was tapped by the Miami-Dade County Manager’s office to work on the Building Better Communities Bond Program in 2004 as the North Central coordinator for the public education campaign, which earned Miami-Dade County a National Association of Counties award.  Mr. Bernard also worked as Central Coordinator for the successful 2002 People’s Transportation Plan referendum campaign.
Mr. Bernard has been a radio broadcaster appearing on television programs and is actively involved in the civic life of the community and served as Democrat Executive Committeeman for District 38.  He is active in his church and served as a member of the Parish Council and construction committee to build the church of Our Lady of Perpetual Help.  He is the current President of the American Society for Public Administration (ASPA), South Florida Chapter.  He is committed to ensuring that ASPA members work collaboratively with management, elected officials, civic leaders and labor union representatives for ethical governance.
Mr. Bernard served as President of the Conference of Minority Transportation Officials (COMTO), Miami Chapter from 2008 – 2010.  During his tenure, he worked tirelessly to ensure that COMTO had a voice wherever transportation policy was being made. COMTO members were in the forefront in promoting Black History tours throughout the community of Miami-Dade County and he was very active as a chapter president in the National Leadership Team in Washington DC.  Mr. Bernard provided valuable information to representatives of many transportation modes and historically underutilized businesses and started awareness on the projects connecting Miami-Dade Transit and the Miami International Airport. He also collaborated and coordinated with Miami-Dade transportation related departments to host a successful Air, Land and Sea transportation forum. 
Mr. Bernard holds a bachelor’s degree in Business Administration and master’s degree in Public Administration from Florida International University.  He is also a graduate in Electro-Mechanic from the National School of Arts and Crafts directed by the Salesian Brothers, Priests and Sisters of Don Bosco (A worldwide organization founded by St. John Bosco).
